Bug description:
SRU Justification
[Impact]
* Microsoft requested MANA RDMA patches for next SOC rollout for both
the kernel as well as the rdma-core userspace package.
[Fix]
* Clean cherry-picks of upstream patches:
* 2bd7dd383609: "RDMA/mana_ib: Extend modify QP"
* 44d69d3cf2e8: "RDMA/mana_ib: Drain send wrs of GSI QP"
* 084f35b84f57: "RDMA/mana_ib: add additional port counters"
[Test Plan]
* Compile tested
* Microsoft to test
[Regression potential]
* Patches limited to MANA infiniband. Possible regressions result in
unexpected behavior of MANA infiniband driver.
