Bug description:
  I'm running an "HP Elite Mini 800 G9 Desktop PC" running Ubuntu 22.04
  LTS.  The machine is host to several VMs managed by virt-manager and
  used as Jenkins build agents.  Oftentimes during a Jenkins build job,
  the connection from the Jenkins server to the agent will fail with
  messages such as:

        hudson.remoting.ProxyException: javax.crypto.AEADBadTagException: Tag 
mismatch!
        Caused: hudson.remoting.ProxyException: javax.net.ssl.SSLException: Tag 
mismatch!
        Also:   hudson.remoting.ProxyException:

  The network connection appears to hang momentarily, and then
  networking continues as normal.

  I do not believe this is related to #1750165 because the erorr
  messages only appear to happen during Jenkins build jobs, and I
  suspect that the messages are related to the VM bring up, tear down,
  and snapshot reverting.  I am not sure how to effectively look into
  this issue, however.
