  [Impact]
  The system with amdgpu can't poweroff.

  [Fix]
  It's been found that updating the gc firmware fix the poweroff issues.

  [Test]
  Verify on the Ryzen 4000 series, Ryzen 5000 series, or Ryzen 7x30 series, 
power off the system couple times, it should not hang.

  [Where problems could occur]
  The firmware affects AMD Ryzen 4000 series, Ryzen 5000 series, and Ryzen 7x30 
series. Not sure if they may introduce other regression, but from the 
reporter's test result and other AMD platforms, the gc firmware needs to be 
updated for the poweroff issue, and there is no new issue is observed.
