[Impact]
* Microsoft requested MANA patches already applied to azure-nvidia to
be applied to azure trees as well
[Fix]
* Backports of the following from upstream:

mana_get_primary_netdev_rcu"
* bee35b7161aa: "RDMA/mana_ib: Handle net event for pointing to the current
netdev"
* 79bccd746132: "RDMA/mana_ib: Add port statistics support"
* bad4480934c8: "RDMA/mana_ib: Query feature_flags bitmask from FW"
* baa640d924e5: "RDMA/mana_ib: Add device statistics support"

* Compile tested
[Regression potential]
* Changes are localized to MANA, and have been part of linux-azure-nvidia for
some time.
Possible regressions could result in unexpected behavior of MANA driver.
