Please close this one. It's not a kernel issue. I tried various kernels,
some would work while others wouldn't (in a non-deterministic pattern).
Retrying today with 6.8.0-72-generic suddenly worked as well :(

  BFD session via bond interface cannot be established

Status in linux-hwe-6.8 package in Ubuntu:
  Confirmed

Bug description:
  That one's a bit special, but once we booted into 6.8.0-65.68, the BFD 
session in bird wouldn't come up.
  It was toggling between the states "Init" and "Down"

  With the previous version 6.8.0-57.59 it would work ok (booted back
  into that one to test)
