You need to remove that DKMS package and *not* the modules provided by
the kernel packages. Newer Ubuntu kernels provide the v4l2loopback
module so the DKMS is no longer necessary.
$ sudo apt purge v4l2loopback-dkms

I was able to solve it by manually removing
`kernel/v4l2loopback/v4l2loopback.ko.zst` from the
`/lib/modules/<kernel version>` dir. I needed to do this for several
different installed kernels - 6.8.0-71-generic, 6.8.0-57-generic,
6.8.0-53-generic, and 6.8.0-51-generic, and then running: sudo apt
install --reinstall v4l2loopback-dkms
