It looks like the correct path will be assumed by libbpf-tools/Makefile and I was able to successfully build by removing the following line from debian/rules:

The bpftool binary was never located in /usr/lib in both cases. For 6.14 it is provided by its own package "bpftool" and is in /usr/sbin. I finally spotted that possibly between those two kernel versions the base images for ADT testing were re-created and that removed cruft from interim kernel versions: 1076s /usr/lib/linux-tools-6.12.0-16/bpftool gen skeleton /tmp/autopkgtest.OCpuqg/build.PP1/src/libbpf- tools/.output/bashreadline.bpf.o > /tmp/autopkgtest.OCpuqg/build.PP1/src/libbpf- tools/.output/bashreadline.skel.h Note the path containing "linux-tools-6.12.0-16". The must have been before the conversion and no longer will exist.
