Observed the kernel log and found the `HC died; cleaning up`. It means
the thunderbolt driver has something unexpecte and might prevent the
system from shutdown normally.

The "HC died; cleaning up" message is expected when xhci driver
can't read a mmio xHC registers (gets 0xffffffff).
This is normally the case when PCI device is removed, or as in this
case not yet powered (still in D3)

Could you boot with the kernel parameter `pcie_aspm=off` and check if it
helps?

  Laptop Asus Rog Strix Scar 18 (2025) with Intel Core Ultra 9 275HX and
  RTX 5090. I'm using the latest kernel 6.14 and nvidia drivers 570.169.

  Sometimes, when trying to shutdown, I can see error: BUG: scheduling

  The same issue while using kernel 6.8:
