This error is caused by an Nvidia driver that is not part of Ubuntu.
(Maybe you installed it from a PPA?) This is not a bug in Ubuntu or the
kernel.
The Nvidia 565 driver is obsolete and you should update to 570:
sudo apt purge *565*
sudo apt install nvidia-driver-570-open
