Bug description:
[Impact]
The /sys/power/suspend_stats/total_hw_sleep desn't increase while suspended,
because of the ASPM feature is not enabled on Realtek NIC.
[Fix]
Added a quirk to while list the platform
[Test]
1. check the value of /sys/power/suspend_stats/total_hw_sleep
2. suspend and resume the system
3. the value of /sys/power/suspend_stats/total_hw_sleep increases
[Where problems could occur]
Enable the ASPM on Realtek NIC sometimes lead to different abnormal behaviors.
We have done extensive tests on the target platform and make sure there is no
issue introduced by the ASPM feature.
