  qemu passthrough of devices without power management fails

Bug description:
  After upgrade from 6.11 to 6.14 passthrough of Mellanox Virtual
  Functions to QEMU VMs broke with error:

  QEMU unexpectedly closed the monitor (vm='VM1'): 2025-07-25T21:33:08.658485Z 
qemu-system-x86_64: -device 
{"driver":"vfio-pci","host":"0000:82:00.1","id":"hostdev0","bus":"pci.9","addr":"0x0"}:
 vfio 0000:82:00.1: error getting device from group 82: Permission denied
  Verify all devices in group 82 are bound to vfio-<bus> or pci-stub and not 
already in use

  Passthrough of other devices works.

  A thread on proxmox forums hints that it might be a regression when doing 
passthrough of devices without power management:

  I have not verified that the patch solves the issue in my case
  though,but might have time to do that today.
