Title: ZFS Upgrade Issue on Ubuntu 25.04

Description:
I am experiencing system freezes during the upgrade process from Ubuntu 24.10 
to 25.04 when using ZFS as the root filesystem. The upgrade process hangs, and 
I am unable to proceed.

Steps to Reproduce:

    Attempt to upgrade from Ubuntu 24.10 to 25.04 using the command:

bash

    sudo do-release-upgrade

    Observe the system freeze during the upgrade process.

System Information:

    Ubuntu Version: 24.10
    ZFS Version: 2.2.6-1ubuntu1.2

Additional Information:

    All ZFS packages are installed from the official Ubuntu repositories.
    The issue occurs consistently during the upgrade process.

Please investigate this issue as it affects users relying on ZFS for their root 
filesystem.

Bug description:
  On a freshly installed 22.04.0 amd64 Desktop with (encrypted) ZFS, removing 
the Firefox snap breaks:
  * the current gnome-shell session - it returns to gdm3 login prompt
  * snapd - all snaps are marked 'broken'
  * dpkg - dpkg status database is lost

  Reproducible on dedicated hardware and VMs. Not reproducible on a
  default (/ on ext4) installation.

  - Minimal installation
  - Tick 'download updates'
  - Tick 'install third party software'
  - Erase disk and use ZFS + encrypt
