indirection tables on Noble and Jammy releases
[Fix]
* 1 backport from upstream, 7fc45cb68696: "net: mana: Allow variable
size indirection table"
[Test Plan]
* Compile tested
* Will be further tested by Microsoft
[Regression potential]
* Changes are largely localized to MANA.
* If indirection table is not properly managed, it could lead to memory
management issues (null pointer, double free, etc...)
