See kernel-log-sandisk-inserted-after-pooweron.txt with the usb- storage.quirks=0781:55a9:u kernel argument (that matches a SanDisk USB 3.2 thumb drive). I can't see any activity in the kernel log when I plugged in that thumb drive.
Then I powercycled the MacBook Pro with the SanDisk drive left in the slot; when the computer booted the drive showed up as expected. See the attached kernel-log-sandisk-inserted-after-poweron.txt file for that log; note that the quirks command line wasn't required. Unplugging the SanDisk drive and re-connecting it fails, again without any kernel messages at all.
