Always load vxlan module before calling fanctl on startup.

Rename d/tests into d/tests.disabled.
* ubuntu-fan recommends netcat package in universe (LP: #1861704)
Recommend netcat-openbsd (main) instead.

Bug description:
The tests which were added got broken a while ago by changes in
various components used by the tests. They have been blacklisted in
ADT and we (kernel-team) maintain a smoke test in our test environment
which is running with each kernel release.
Therefor proposing to remove the dep8 tests from the package itself.
