Did some more troubleshooting and sure as day, as soon as I use linux- image-6.14.0-24-generic or linux-image-6.11.0-26-generic; the issue is completely fixed. linux-image-6.11.0-28-generic breaks the Ubuntu LUKS password prompt screen.
