Bug description:
[Impact]
On machines with WCN7851 0489:e0f3 Blutooth, kernel sometimes panics after
running `hcitool inq`, with the following error message shown in dmesg:

Due to urgency, we will apply a sauce patch to the OEM-6.11 kernel for
now.

The upstream fix has been merged into linux 6.15-rc5:

We will backport this commit to the Ubuntu OEM 6.14 kernel.
[Test Plan]
1. Boot into the Ubuntu 6.11-oem kernel
2. Run `hcitool inq` multiple times
3. Monitor the system for any kernel errors or panics (e.g. check dmesg for
traces).
[Where problems could occur]
May cause regression related to devcoredump.
