Bug description:
  After a recent upgrade, there is a long delay between entering the LUKS 
password and seeing the login screen. Here are the top entries from my 
`systemd-analyze blame` when the problem occurs:
  1min 29.479s plymouth-read-write.service
        7.657s plymouth-quit-wait.service
        4.302s fwupd-refresh.service
        2.905s NetworkManager-wait-online.service
        2.060s snapd.seeded.service
        1.959s snapd.service
        1.853s boot-efi.mount
        1.497s fwupd.service
        1.491s gpu-manager.service
        1.126s NetworkManager.service
        1.050s docker.service

  This delay may be related somehow to kernel 6.11.0-26. The above log
  is with 6.11.0-26.

  If I choose the previous kernel version, 6.11.0-25, my log looks like this:
