Bug description:

  [Impact]
  Google would like suspend support in all kernels. This ticket covers suspend 
support for the GVE driver going back to Xenial.

  [Fix]
  Backport 974365e51861 ("gve: Implement suspend/resume/shutdown") to -gcp 
kernels missing it.

  [Test Plan]
  Suspend and resume a Xenial instance with a GVNIC and SCSI disk (NVMe suspend 
is not yet working). In an unpatched kernel, the GVE driver times out and gets 
reset by a net device watchdog. In the patched kernel, networking resumes 
quickly after resuming without a watchdog timer.

  [Regression Potential]
  Since the added suspend/resume functionality should only happen when 
suspending and resuming, and suspending in previous kernels ended up crashing 
the driver anyway, a regression is unlikely to be more severe than the 
previously broken functionality.
