Public bug reported: [Impact] On DCN 3.5/3.5.1 if the system doesn't have USB4 routers enabled then the system isn't able to get into s0i3 (HW sleep state).
[Test Plan] a. Disabled USB4 routers b. Boot the system and suspend/resume cycle properly. [Where problems could occur] S2idle depends upon IPS which depends upon DPIA to be power gated. If USB4 routers are disabled default DPIA power state is not power gated.
