Bug description:
  SRU Justification:

  [Impact]

  The gpio-mlxbf3 driver is not using the latest upstream commits.
  There is a SAUCE patch in Jammy that can be reverted and replaced with 
upstream.
  Also, there is an upstream patch that is missing from the gpio-mlxbf3
  driver in Jammy.

  [Fix]

  1) Revert "UBUNTU: SAUCE: gpio-mlxbf3: During reboot test, ipmb driver fails 
to load intermittently"
  2) Cherry pick upstream d460e9c20751 gpio: mlxbf3: add an error code check in 
mlxbf3_gpio_probe
  3) Cherry pick upstream aad418323267 gpio: mlxbf3: Support shutdown() function

  [Test Case]

  Boot image on BF3 platform
  Ensure gpio-mlxbf3 driver is loaded [see output of "lsmod"]
  Ensure no error messages or failures from gpio-mlxbf3 or ipmb drivers [see 
output of "dmesg"]
  Reboot BF3 platform several times and repeat above steps

  [Regression Potential]

  Low potential for creating regression
