Title:
Network randomly went offline and had to be manually restarted (r8169)

Status in linux package in Ubuntu:
  Confirmed

Bug description:
  Description of the problem
While in the middle of a copy the network interface (which uses the r8169
driver) went offline. Downing and then upping the interface restored
connectivity.

  Steps to reproduce:
  1. Check out a large subversion repository over HTTPS?

  Expected results:
Network card to be online throughout the whole checkout.

  Actual result:
Network card went offline and the following messages appeared in the logs:
  [89578.447799] r8169 0000:02:00.0 enp2s0: NETDEV WATCHDOG: CPU: 5: transmit
queue 0 timed out 5640 ms
  [89578.447920] r8169 0000:02:00.0: can't disable ASPM; OS doesn't have ASPM
control
  [89630.254720] r8169 0000:02:00.0 enp2s0: NETDEV WATCHDOG: CPU: 7: transmit
queue 0 timed out 5001 ms
  [89630.254839] r8169 0000:02:00.0: can't disable ASPM; OS doesn't have ASPM
control

  Additional information:
On tty1 running the networkctl reported the following:
  # networkctl
  IDX LINK TYPE OPERATIONAL SETUP
    1 lo loopback carrier unmanaged
    2 enp2s0 ether degraded configured

  2 links listed.
networkctl down enp2s0; networkctl down enp2s0
  caused networkctl to then report
  # networkctl
  IDX LINK TYPE OPERATIONAL SETUP
    1 lo loopback carrier unmanaged
    2 enp2s0 ether routable configuring

  2 links listed.

Before it finally went to the following:
  # networkctl
  IDX LINK TYPE OPERATIONAL SETUP
    1 lo loopback carrier unmanaged
    2 enp2s0 ether routable configured

  2 links listed.

After doing some cleanup and the checkout was resumed and ran to
  completion.

  How reproducible is the problem?
I've installed the system a day ago and this is the first and only time this
has happened. It managed to do a big transfer over SSH to a local machine that
took over 12 hours to complete without issue...

  Version information:
  Ubuntu 24.04.2 LTS
  Ubuntu 6.11.0-21.21~24.04.1-generic 6.11.11
