Bug description:
  [SRU Justification]

  [Impact]

  /sys/power/suspend_stats/total_hw_sleep not increased after suspend/resume on
AMD GPU of DCN 3.5.
  ```
  Critical failures:
  s3: 2 failures
  ========================================
  Expected /sys/power/suspend_stats/total_hw_sleep to increase from 154857603,
got 154857603. (x 1)
  Expected /sys/power/suspend_stats/total_hw_sleep to increase from 694652545,
got 694652545. (x 1)
  ```

  [Fix]

  Proposed fix in upstream commit
  5602c7293e663b1316c2002c493037412f8f0de3 ("amdgpu: DMCUB updates for
  various ASICs").

  [Test Case]

  checkbox tests should pass with all deep suspends:
  ```
  $ checkbox-cli run com.canonical.certification::suspend-cycles-stress-test
  ```

  [Where problems could occur]

  Opaque GPU firmware limited to amdgpu of RDNA 3.5 architecture. There
  might be further stability issues that need additional fixes from
  kernel, and we can only find out with more deployments later.

  [Other Info]

  The proposed fix is under upstream tag 20250311 and therefore in
  Plucky version 20250317.git1d4c88ee-0ubuntu1. Nominate for Noble only.
