There is a third option and it really is what this "ubuntu" bug is meant to track: Enable Imagination/PVR support for Mesa version 25.x in Ubuntu 25.10.
I can see we have the source code already: https://salsa.debian.org/xorg-team/lib/mesa/-/tree/ubuntu/src/imagination So it might just be a matter of "turning it on".
