[Test plan] Build/boot tested, Microsoft to do further testing. [Where problems could occur] This has a significant risk of regression, but the backport has been reviewed by the author of the original commit. Any issues here would likely manifest as hangs/timeouts coming from MANA NICs with jumbo frames enabled.
