Bug description:
  [Impact]
Insert SD 4.0 and found the SD card can not always be detected.

  [Fix]
Realtek provides a patch to fix this issue on dedicated 1028:0CE1 cardreader
device
  https://www.spinics.net/lists/kernel/msg5597669.html

  [Test]
On the machine with the Realtek Card Reader RTS5264(1028:0CE1), try insert
and remove SD 4.0 card around 100 times. The inserted SD card should be
detected correctly.

  [Where problems could occur]
The patch only works on a certain device ID, so it won't affect other devices
and should have minimal impact.
