This will allow for the hardware to control CPU Frequency. The kernel will be able to input a preference for "performance" or "energy savings" via the "energy_perf" sysfs knob. Additionally bringing over patches to support the "cpuinfo_avg_freq" sysfs knob by Beata from ARM. This is part of the same patchseries as this is the recommended knob to read back frequency with hardware- based cpu-frequency control.
