  Feature Description:

  Utilize the new DIAGNOSE '0324' to report granular power consumption
  data for the LPAR.

  The data returned by the new DIAG instruction will consist of 3 values:
  - average power per core - OS needs to multiply this number with the number 
of CPUs and the utilization data to get to the final CPU power value
  - partition I/O power - includes the power that all I/O shares that is 
assigned to that partition
  - memory power per gigabyte - OS needs to multiply this number with the 
available physical memory
