Feature upgrade to ubuntu-fan source package
* This feature update would add support for WireGuard-backed Ubuntu Fan
networks to the ubuntu-fan package. This includes a new daemon installed with
ubuntu-fan that is enabled as a service when a WireGuard Fan network is
configured. This daemon manages the underlying WireGuard connections used for
the configured Fan network(s).
* ubuntu-fan is a "recommends" of docker.io -- unclear if this affects our
exception eligibility
* The ubuntu-fan package has outdated support to enable vxlan and ipip Fan
networks on LXD, which does not appear to work correctly currently. However,
support for Fan networks is currently integrated into LXD, without use of this
package.
* It's not clear if the existing docker fan support is still functional.
* Once packaging is complete, a test install of the docker.io package will need
to be done to verify having ubuntu-fan as a recommends (and hence automatically
installed alongside it) does not break anything. This is in addition to the
standard build, install, and upgrade testing of the ubuntu-fan package.
