Bug description:
  SRU Justification

  [Impact]
  A 64k page size flavor was requested by Google.

  [Fix]
  Add new flavor and configs for 64k page size on arm64.

  [Test Plan]
  Compile and boot tested. $(getconf PAGE_SIZE) evaluates to 65536.

  [Regression Potential]
  This is a packaging change which introduces a new flavor, so there is
  very low chance of regression. The new flavor can be verified to be 64k
  page size through the getconf command.
