Something looks odd with the riscv64 linux builds[1]. This linux-bpf-dev
was previously available on riscv64. I see this in the log[2]:

  It seems as if Ubuntu doesn't build this package on riscv64:
  https://packages.ubuntu.com/plucky/linux-bpf-dev

  This discrepancy is causing systemd to FTBFS due to depwait in plucky-
  proposed, blocking migration.
