Bug description:
  The backport of upstream stable commit 05412471beba "bpf: Take return
  from set_memory_ro() into account with bpf_prog_lock_ro()"
  (linux-6.9.y) for xenial breaks the boot on arm64 machines in security
  cycle s2025.01.13. Note that the backport for bionic that was
  submitted together with the xenial version to fix CVE-2024-42068 seems
  to be fine.

  The kernel will hang during or after the EFI stub runs:
