I also have a Latitude 9430 and I can confirm the exact same behaviour. While I didn't try Ubuntu 20.04 where it supposedly doesn't happen, I can add that it happens in Fedora 41 as well.
The "fix" is exactly as the author describes, disabling panel self refresh in grub. Though it's unclear how much of an impact this creates on battery life. This bug essentially renders Ubuntu/Linux distros completely unusable on this machine (and possibly others like 9440, 9450 or in authors case 7430...) unless you are highly tech savvy.
