Appears to be a similar to "Ubuntu Linux' bug #2072755 "i915: Fixup regressions
introduced with enabling single CCS engine". Discovered due to performance in
AV1 transcode using Intel A380 regressing from 600-900fps to 30fps.
Confirmed behavior via reverting to 'linux-generic'.
