Bug description:
  root@pico4:~# rmmod ixgbe && modprobe -v ixgbe
  insmod
/lib/modules/6.8.0-48-generic/kernel/drivers/net/ethernet/intel/ixgbe/ixgbe.ko.zst

  # dmesg -T
  ...
  [Fri Nov 15 08:49:39 2024] ixgbe: Intel(R) 10 Gigabit PCI Express Network
Driver
  [Fri Nov 15 08:49:39 2024] ixgbe: Copyright (c) 1999-2016 Intel Corporation.
  [Fri Nov 15 08:49:39 2024] ixgbe: probe of 0000:03:00.0 failed with error -5
  [Fri Nov 15 08:49:39 2024] ixgbe: probe of 0000:03:00.1 failed with error -5

  I tried to download and compile the module direct from intel at
  version 5.12.5 and that won't even compile.

  I booted on a Fedora Workstation Live 41.1 and that would load the
  kmod just fine.
