Long File downloads like firefox part files can fail when waiting on
prompt

The 24.10 commit
f7eb20525d44 UBUNTU: SAUCE: apparmor4.0.0 [96/99]: apparmor: fix prompt failing 
during large down loads
fixed some cases of large file downloads failing by

1. caching the full permission set in the file object cache, avoiding many 
secondary permission checks
2. propogating prompt context into file_permission requests.

this fix is needed by the noble (24.04) kernel.
