[Impact]
In Noble and Oracular, sev-guest is available as a loadable module, which is
also reflected in jammy:gcp-6.8.
We have kept it as built-in since it was introduced in 5.15 (LP #2001605) and
we want to keep it that way for all releases.

[Fix]
Set CONFIG_SEV_GUEST to 'y'.

[Test]
Check that sev-guest is built-in.

[Where problems could occur]
It is unlikely that any problem will occur, as we're just making a module
built-in, which was the case in previous releases anyway.
