SRU Justification

[Impact]

Google requested the mlx5_ib driver be moved to the linux-modules
package from the linux-modules-extra package, so that it is included by
default in some of their images where the hardware support is needed.

This change is relevant for noble:linux-gcp and jammy:linux-gcp-6.8

[Fix]

Add drivers/infiniband/hw/mlx5/mlx5_ib.ko to
debian.gcp(-6.8)/control.d/gcp.inclusion-list.

[Test Plan]

List files in the linux-modules package and verify that mlx5_ib.ko is
there.

[Regression potential]

The regression potential is very low since we are provably moving a
module to its original package.
