Bug description:

  testptp is sending twice as fast the timestamps as it is configured.

  Cherry-pick fix from intel-lts.

  [ Test Plan ]

  1. Loopback the 2 TGPIO pin on ADL-N
  2. Clone linux repo and go into the repo
  3. make headers_install ARCH=x86_64;make -C tools/testing/selftests 
TARGETS=ptp
  4. sudo ./tools/testing/selftests/ptp/testptp -d /dev/ptp1 -i 0 -L 0,2 -p 
1000000000
  5. sudo ./tools/testing/selftests/ptp/testptp -d /dev/ptp1 -i 1 -L 1,1 -e 100

  Regression on testptp selftest.
