I'm referring to the pre-installed bluetooth managing utility of ubuntu 
(i.e.settings->bluetooth).

I know that Bluez package get installed alongside the distro 
(ubuntu-unity in my case) and yes, as long as Bluez get involved in the 
process of pairing /sending/receiving files OBEX specific process could 
be the cause of the problem, but i doubt it: the issue was mainly 
focused on receiving stuff from other devices instead of sending them 
(OBEX)...as if there was something in the way blocking them for security 
purposes.

I did my walkarounds by actually playing with system directories 
permissions, bluetooth config.... without avail.

Don't know...i finally got a secondary utility software overriding the 
existing one and now i'm able to use the bluetooth with no issues at 
all...but i had to notify this problem because i remember it was 
something i already came across with on Ubuntu 16.04.
