Public bug reported: [Impact] AMD GPU crash with a message: " cp queue preemption timeout".
[Fix] Disable MCBP(mid command buffer preemption) by default as old Mesa hangs with it. [Test] Tested on hardware, play web video for more than 1 hour OK. [Where problems could occur] It may break AMD GPU.
