  cannot allocate memory using vbi0

Status in linux-hwe-6.2 package in Ubuntu:
  New

Bug description:
  I think this issue started happening with a late 5.x kernel and has
  persisted through 6.x

  # cat < /dev/vbi0
  cat: -: Cannot allocate memory

  I should be getting data from the vbi0 device.

  # lsb_release -rd
  Description:    Ubuntu 22.04.3 LTS
  Release:        22.04

  
  I'm not sure if this is a bt878 bug but seems a good place to start.
