This should remove need for linux-uc22-* packages.
Changelog and other improvements:
1) use openssl for hmac calculations
2) automatically generate sbsigntools depends
3) add ability to generate and sign uci package
4) ensure snapd-info file is installed
5) add hmac to uci when needed by flavour pattern
