kernel in -proposed solves the problem. Please test the kernel and
update this bug with the results. If the problem is solved, change the
tag 'verification-needed-lunar-linux-starfive' to 'verification-done-
lunar-linux-starfive'. If the problem still exists, change the tag
'verification-needed-lunar-linux-starfive' to 'verification-failed-
lunar-linux-starfive'.

If verification is not done by 5 working days from today, this fix will
be dropped from the source code, and this bug will be closed.

Bug description:
  [Impact]
  AMD GPU hang when screen off/on.
  error log:
  kernel: [drm:dc_dmub_srv_wait_idle [amdgpu]] *ERROR* Error waiting for DMUB 
idle: status=3

  [Fix]
  Keep a PHY active when detecting DP signal + DPMS active.

  [Test]
  Tested on 3 AMD platforms, GPU works fine.

  [Where problems could occur]
  Low risk, the fix is in v6.4-rc1.

  Generic Jammy kernel doesn't need this commit because of no support of
  AMD Phoenix GPU.
  SRU for Lunar/oem-6.1 kernel.
