I'd love to hear if anyone has any suggestions around this, since its a hardware risk if I can't sleep my computer, or a security risk if I `pm- suspend` it and it doesn't lock.

Instead it looks like its going to suspend, and then wakes up but with a locked screen. When I use `pm-suspend` from the command line, it suspends the system, but does not lock the screen. I have the Settings -> Privacy -> Screen Lock -> "Lock Screen on Suspend" setting enabled. I am using the Nouveau driver, with Wayland, using GNOME 44.2. This bug only started when I switched away from using any of the NVIDIA drivers, so its probably partially Nouveau related. Switching away from NVIDIA drivers (I tried them all) isn't an option, because they break: 1. External monitor connectivity 2.
