Public bug reported:

I have dedicated AMD Radeon R5 M430 gpu. Whenever I start an app (for
example kdenlive) with DRI_PRIME=1 or just the "Launch with Discrete
graphics" option in app menu, the app just freezes and I have to force
close. Sometimes the whole system freezes and I have to force reboot

The issue resolves when I disable dpm via amdgpu.dpm=0 in
/etc/default/grub, but that heavily reduces the gpu performance in apps.
The issue isn't probably from mesa since disabling dpm solves the
problem.

Ways to recreate - start any heavy app with discrete graphics card
I even tried the latest mainline kernel(6.2.7) and problem still exists

Also, this issue wasn't happening in ubuntu 20.04 LTS, it started
happening since the power settings started to show up, which further
makes me suspect dpm as the cause of this

Please help me with this issue, let me know if additional logs are
needed
