  * Depend on linux-tools-generic instead of bpftool (See LP: #1981089)
  * Export bpftool binary to avoid system trying to use the chroot kernel
    (uname -r command)

Bug description:
  In Debian, 'bpftool' is provided as a separate binary package.  There
  are other packages in the archive (bpfcc, lava-dispatcher-host) which
  reference this package.  Rather than patching each package in Ubuntu
  to know the different Ubuntu name for the package (linux-tools-
  common), we should make linux-tools-common Provides: bpftool.
