I have checked carefully, 3.11-17 is fine, so the problem is strictly
with the kernel attached above. I compiled and packaged it with the
intention to host Xen 4.1 server (pv). After installing said package
and rebooting, the system doesn't boot automatically.

What I mean is that during boot when the time alloted for user action
passes and no key is pressed, system boots with the default 3.11-15
kernel and returns

    error: md: personality for level 1 is not loaded

while also complaining about degraded array, as I noted in the OP.

However, when I choose the very same default kernel with the
same options (default, not rescue), it boots up just fine. What can be
the issue here?

  Hello, on server http://www.hetzner.de/en/hosting/produkte_rootserver/ex40 
with UEFI bios i have ubuntu with XEN  hypervisor and software RAID1. On kernel 
3.11-15 all works good, but on 3.11-17 i have this error on normal boot (normal 
option in grub):
  http://wstaw.org/m/2014/03/06/makeconfig6.png and 
http://wstaw.org/m/2014/03/06/makeconfig7.png . On rescue option system boot 
normal and /proc/mdraid dont show any error.
