The patch is for the perl version of the tool I have found when installed ubuntu 20.04 (vmlinuz-5.4.0-110-generic) kernel version. If you need the patch for the lscpumf.c program (rewrite of perl to C) you can use the patch file from bugzilla 196342 - LP#1960119 (jammy version Ubuntu 22.04).
