User can't get connected to those wifi 6e AP, so disable UHB(ultra high band) in the driver to avoid scanning those bands. [Fix] Marks all AX210 and AX211 cards to disable UHB. [Test] Verified the system with AX211 card and confirm it can't discover wifi 6e bands. [Where problems could occur] Disable non-supported bands won't introduce any regression.
